Quantum NIL Participates in SelectUSA: Deepening Taiwan-U.S. Collaboration in AI and Quantum Technology

The U.S. Federal Government’s SelectUSA Investment Summit is a premier platform promoting foreign direct investment (FDI) into the United States. Each year, large delegations of Taiwanese enterprises participate, highlighting the strong economic and industrial ties between Taiwan and the U.S. Under the coordination of the American Institute in Taiwan (AIT), Taiwanese tech delegations visited the U.S. in both June 2024 and May 2025. For two consecutive years, quantum technology has been a focal point of these visits, with AI joining as a new key theme in 2025.


To support next-generation industry development, AIT has facilitated connections between leading Taiwanese and U.S. enterprises and research institutions. In 2024, the delegation visited quantum tech hubs in Colorado and Montana. This year, the group toured prestigious institutions with influence across semiconductors, AI, and quantum science—namely MIT and IBM. Quantum NIL, a startup specializing in nanoimprint lithography (NIL) for quantum applications, joined both years. CEO Dr. Sean Lin was invited to participate alongside representatives from public financial firms, ITRI, and the Hon Hai Research Institute.


Dr. Lin noted that while Taiwanese firms may not yet match the scale of U.S. companies in frontier R&D, Taiwan’s strength lies in manufacturing. With decades of expertise and extensive production data, Taiwanese manufacturers bring valuable experience to the table. Taiwan’s leadership in advanced semiconductor processes is undisputed. As AI chip manufacturing is tightly linked to such technologies, the integration of AI and semiconductors becomes even more critical. While GPUs have redefined AI computation architecture, their power consumption remains a challenge. In contrast, quantum computers promise faster and more energy-efficient computing—making them a key enabler for the next generation of AI processing.

As the U.S. pushes for the return of advanced manufacturing, there is an underlying strategic interest in attracting Taiwanese companies to invest and establish fabs in the U.S. While manufacturing is a core strength of Taiwan, the U.S. continues to lead in setting global technology trends. This year’s exchange aimed to help Taiwan’s leading-edge companies in AI and quantum technologies gain firsthand insights into how top U.S. research institutes and corporations view future developments—from technical innovation and business models to market applications—ultimately supporting Taiwan’s integration into the global supply chain.

Dr. Lin also emphasized that the rapid development of AI requires vast datasets and immense energy. Taiwan’s manufacturing sector has amassed substantial data over the years, forming a crucial asset for AI applications. This makes Taiwan highly complementary to the U.S., especially in areas like AI-driven precision medicine, where collaboration holds strong potential.


Quantum NIL: A Rising Force in NIL and Quantum Optics

Founded in 2022, Quantum NIL is a next-generation NIL innovator focusing on advanced patterning solutions for compound semiconductor wafers and metalens fabrication. One of its founders, Dr. Sean Lin, holds a Ph.D. in Physics from New York University and has over 20 years of experience in the optoelectronics and semiconductor industry. He previously served as President of the NIL Business Unit at the UK-based IQE and as General Manager of Luxtaltek Technology Corp., Taiwan. Quantum NIL also maintains close ties with the UK, where the government actively invests in quantum science. The company is recognized among its official technology partners.

Back in 2007, Dr. Lin’s team was already pioneering NIL commercialization. The company continues to drive innovation through hybrid NIL solutions that bridge the gap between NIL and traditional lithography techniques—providing critical links between AI, semiconductors, and quantum applications.
